The United States Marine Corps requires commercially available television programming and associated commercial television service for authorized Government facilities at MCB Camp Lejeune, MCAS New River, and MCAS Cherry Point. The Government intends to issue a commercial solicitation under Full and Open Competition (Unrestricted) to establish a single-award, firm-fixed-price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract under solicitation number M67001-26-Q-0034. Classified under NAICS code 517111 (Wired Telecommunications Carriers) and Product Service Code (PSC) DG11 (IT and Telecom-Network: Telecom Access Services). Services shall be delivered only through existing authorized service points and existing functional interior outlets. The contractor must own, lease, or otherwise have lawful written authority to use all infrastructure, service points, facilities, programming rights, and access authorities needed to provide the ordered service. This requirement does not include cable-drop installation; new interior wiring; repair, replacement, or modification of building wiring; drilling; conduit; pathways; raceways; structural or facility alterations; exterior work; excavation; outside-plant work; or construction of any kind. The contractor shall identify a location as non-serviceable if ordered service cannot be provided through an existing authorized service point and existing functional interior outlet. The acquisition is performance-based. Performance measures include serviceability confirmation, authorized activation, approved programming delivery, outage acknowledgement and restoration, equipment accountability, invoice accuracy, and timely submission of required records.
